To ask if Paul gave prescriptive advice on how to properly run the Roman Empire is quite anachronistic if we think that a direct application of Paul's actions are relevant today. How would Paul act in a liberal democracy? I think it would be a bit different. Even Paul appeal to the 'system' of his day to find safety. Was it not Paul appealing to his 'pagan' citizenship to secure safety and a fair trial?
